Description and details

Tear currently only responds to OpenAddress from dbus.  This is great, if you are writing an application that should specifically use Tear.  However, one background goal is to make Tear replace the default browser.  While I'm not sure if making Tear respond to new_window will fix the issues we are having with this, it's worth a try.

How to reproduce

Send Tear a new_window dbus message.
